Tampines began construction in 1979 as Singapore's first precinct-planned new town, and its earliest flats were finished with the parquet flooring standard for HDB at the time.
Tampines is one of Singapore's largest and most awarded new towns — it even won the United Nations' World Habitat Award in 1992. But before any of that recognition, it started out as sand quarry land that HDB began developing in 1979, with the very first housing precinct completed at Tampines Street 21 in 1981.

Tampines was purpose-designed around HDB's neighbourhood and precinct planning concept, but the interior specification for bedrooms and living areas stayed consistent with the rest of HDB's output at the time — parquet tiles glued down as the default finish.
